Agreements for nine more properties will be finalised soon, while 11 properties have already been handed over under this model. These agreements are expected to yield positive results in the state’s tourism sector.
An agreement was signed at the residence of Uttar Pradesh’s Minister for Tourism and Culture, Jaiveer Singh, for operating the Rahi Tourist Guest House in Khurja, Bulandshahr, under the Public-Private Partnership (PPP) mode. Agreements for nine more properties will be finalised soon, while 11 properties have already been handed over under this model. These agreements are expected to yield positive results in the state’s tourism sector.
Following the agreement, Minister Jaiveer Singh stated that Uttar Pradesh is emerging as a leader in tourism due to the increasing interest of travellers. To enhance tourism infrastructure, old and underutilised Rahi Tourist Guest Houses are being transferred to private operators under the PPP model. The state’s rich cultural heritage, historical and religious significance, and abundant natural resources are attracting significant investment in the tourism sector. This, in turn, is creating employment opportunities and contributing to the state’s economy.
In the first phase, 11 Rahi Tourist Guest Houses were transferred under PPP mode after the cabinet approval. In the second phase, four more properties have been approved, including the Rahi Tourist Guest House in Khurja, for which an agreement was signed recently with Shri Krishna Contractors. Agreements for the remaining three properties including Rahi Tourist Guest House Bhadohi, Rahi Tourist Guest House Munshiganj Amethi, and Rahi Tourist Guest House Deva Sharif Barabanki will be finalized soon.
In the third phase, the state cabinet has approved the transfer of six more guest houses under PPP mode, including Rahi Tourist Guest House Sumer Singh Fort (Etawah), Rahi Tourist Guest House Kapilvastu (Siddharthnagar), Rahi Tourist Guest House Shikohabad (Firozabad), Vindhyachal (Mirzapur), Jheel Mahal Restaurant (Mau), and Gopiganj (Bhadohi). These agreements will be executed soon. The cabinet has also approved the tender process for Rahi Tourist Guest Houses in Basti and Vrindavan.
Furthermore, 13 heritage buildings have been approved under the Adaptive Reuse Policy for PPP transfer, including Balbehat Fort (Lalitpur), Tahrauli Fort (Jhansi), Sitaram Mahal Kotwan Fort (Mathura), Raghunath Rao Mahal (Jhansi), Wazirganj Baradari (Gonda), Alambagh Bhavan (Lucknow), Senapati Mahal Kulpahar (Mahoba), Kothi Gulistan-e-Iram Darshan Vilas (Lucknow), Tikait Rai Baradari (Kanpur Nagar), Mastani Mahal (Mahoba), Bhuragarh Fort (Banda), Rangarh Fort (Banda), and Lake Palace Tal Kothi (Charkhari, Mahoba).
Tourism Minister Jaiveer Singh emphasised that UP’s tourism industry is rapidly evolving and requires trained professionals and expert organisations for construction and management. The PPP model will ensure higher quality facilities, attract private investment, and boost tourism-related businesses and service providers. The Uttar Pradesh government is committed to transforming loss-making or non-operational tourist guest houses into high-quality public-use facilities, enhancing tourism infrastructure and promoting private sector participation.
